It could happen when there is not enough disk space to install, or the path to the setup is specified as root directory.

 

Please free up disk space [more than 90GB] by running Disk Cleanup and deleting unnecessary programs or create subfolder 

[e.g: C:\ArcheWorld, it is because the button is inactive in case you only select root directory such as C:\ and D:\] and try again.
